How did the Kings of Leon get in the overall top ten? Only one person seems to have voted for them, and in 6th place.

"Makes me doubt the validity of the whole thing"? This is not the MTV awards, the BRITS, nor any other official end of year musical Well Done You thingy. The fact that Paul has based his summaries on the musical whimsies of 5 very different tastes (including my own Shoegaze/Post-Rock obsession) means that it is remarkable that there is even any voting crossover. And the Kings of Leon album is pretty good, actually, so that's one vote and one "I didn't include it because it doesn't fit in with my genre-specific listings", which Paul had spotted superbly, and included it.
